P 604 Electrical – Safe Acts For Employees (E-SAFE) is the electrical safety program and procedures for NAVFAC employees and was developed to comply with the National Fire Protection Association (NFPA) 70E, "Standard for Electrical Safety in the Workplace" and UFC 3-560-01 "Operations and Maintenance: Electrical Safety." E-SAFE was developed to provide safe procedures for electrical work.

This UFC describes appropriate practices for land disposal of non-hazardous solid waste during contingency operations for base camps with temporary and semi-permanent construction levels. (See UFC 1-201-01, Non-Permanent DoD Facilities in Support of Military Operations, for construction levels.) The goal is to balance Service members' health and safety, environmental protection, and field-expedient practices.
