The 2021 Executive Order (EO) 14057 mandates a government-wide shift to 100% carbon pollution-free electricity by 2030. This session demystifies EO directives, clarifies the definition of "clean energy," and discusses compliant renewable and non-renewable resources. Attendees will explore federal procurement strategies, develop tailored agency objectives, and learn to utilize support tools for effective clean energy planning and implementation. The goal is to equip participants with actionable insights and access to resources for achieving non-carbon generation targets, ensuring their agencies contribute meaningfully to this pivotal environmental initiative.

Nichole Liebov, Program Manager, Federal Energy Management Program  

Nichole Liebov is a program manager at the U.S. Department of Energy's Federal Energy Management Program (DOE FEMP) focused on Energy and Project Procurement Development Services for federal agencies. She leads the Distributed Energy and Energy Procurement program. The Distributed Energy program supports federal agencies in identifying and implementing on-site projects and off-site procurement options by providing technical assistance and trainings and developing tools and resources. She also leads the interagency Renewable Energy Working Group, a forum for information sharing among agencies regarding resources, best practices, and case studies related to on-site project development, implementation, and operations & maintenance as well as off-site clean electricity procurement. Nichole holds a B.S. in Chemistry from the University of Georgia and a Ph.D. in Inorganic Chemistry from the University of Virginia.

Randy Monohan, Senior Director, Concurrent Technologies Corporation  

Randy J. Monohan recently joined Concurrent Technologies Corporation (CTC) as a Senior Director in CTC's Energy, Resilience and Sustainability Division. Before joining CTC, Mr. Monohan worked with Ameresco as their Director of Military Readiness Programs. For most of his career (~forty years) he served our Nation as a United States Marine, Energy consultant for Marine Corps Base Camp Pendleton, Federal Installations Energy Manager at MCAS Miramar and the Headquarters Marine Corps' Energy Projects Officer in direct support of our Nation's freedom. In his role at HQMC he directed the successful investment of over $1.5 Billion in energy-related projects which provided an increased quality of life for the Marines, generated energy savings and enhanced the USMC's energy security posture. Significant career awards are: (2) (DOE)/FEMP Individual Presidential Energy Management Awards, 2022 Career Exceptional Service Award, (10) Contract, Project and/or program awards and (5) Group Secretary of the Navy Awards.

Grant Jones, Deputy Director of Sustainability, Council on Environmental Quality  

Grant Jones is the Deputy Director for Sustainability within the Council on Environmental Quality's Office of the Chief Sustainability Officer. He is part of the team tasked with implementing Executive Order 14057 and works with federal agencies on transitioning to carbon pollution-free electricity. Grant joined CEQ from the Environmental Protection Agency, where he worked as a Physical Scientist on the Clean School Bus Program-a funding opportunity for school districts to transition to zero and low-emission school buses. Grant received an M.S. in mechanical engineering from Boston University, where he focused on renewable energy and decarbonization research at the Institute for Global Sustainability. Outside of work, Grant enjoys baseball, music, and adventuring with his dog, Hazel.

Learning Objectives

Upon completion of this course, attendees will be able to:

  • Identify the goals and objectives of EO 14057: Attendees will gain a detailed understanding of the goals and directives of Executive Order 14057, particularly as it relates to the federal government's mandate to achieve 100% carbon pollution-free electricity by 2030;
  • Identify Federal Procurement Methods for Clean Energy: Attendees will discover the procurement methods available to federal agencies to increase on-site and off-site carbon-free energy (CFE). This includes tools and resources to support comprehensive CFE planning and implementation;
  • Identify Strategies for Achieving Agency-Specific CFE Objectives: The session will assist attendees in identifying their own agency's objectives related to non-carbon generation, understand potential solutions, and act on those solutions;
  • Select how to leverage Resources and Funding: Participants will learn how to leverage available resources and funding opportunities to meet the EO's requirements, ensuring that they can effectively contribute to the transition towards sustainable energy practices within their respective agencies.
