Effective operational technology cybersecurity requires close collaboration between information technology (IT) and operational technology (OT) cybersecurity leaders. Unfortunately, these groups often operate in silos, and lack a full understanding of each other's mission requirements. This session seeks to foster understanding between these two critical groups and outline collaboration strategies to achieve robust OT cybersecurity strategies.

Jim Walters, ICT/CYBER SME, Building Energy Systems Team, Energy Branch, Engineer Research and Development Center-Construction Engineering Research Laboratory, USACE  

Jim Walters, RCDD, PMP, CISSP is an Information Communication Technology and Cyber Subject Matter Expert with the US Army Corps of Engineers. He was recently detailed as the Policy and Integration Lead in the Army Control Systems Governance Office at HQDA G-9 and is a Telecommunications Specialist at the US Army Corps of Engineers Construction Engineering Research Laboratory (CERL). Jim spent many years in the private sector leading control systems design and integration. Jim has served as the ICT/CYBER Subject Matter Expert, US Army Corps of Engineers, working on Mega Projects in both design and construction for the Defense Health Agency, the Veterans Administration, and Civil Works Programs. Jim was the US Army Corps of Engineers 2021 Control System Professional of the Year and is a member of the working group for UFC 03-580-01 Telecommunications Infrastructure for the Department of Defense.

Coby Jones, Senior Manager Advanced Applications, Johnson Controls Federal Systems  

Coby is the Senior Manager of Advanced Applications for Johnson Controls Federal Systems. His career with Johnson Controls spans over 25 years. In this role, he supports IT and OT teams at DoD locations understand the importance of partnership in planning for the Base of the Future. Coby works with Federal Government customers to guide them through the Digital Transformation process for new and retrofit FRCS projects using the latest HVAC industry technology and cybersecurity practices. He also works as a liaison between DoD customers and Johnson's Product Development teams to create synergy between new specification requirements and new industry technology. Coby spent 8 years at Fort Liberty Army Installation as a Resource Efficiency Manager, as well as Acting Energy Manager.

  • Recognize the National Cybersecurity Strategy and the importance of the NIST Cybersecurity Framework for improving critical infrastructure cybersecurity;
  • Identify the organizational roots of conflict between IT and OT departments with regard to network cybersecurity;
  • Identify threats to mission and resilience by departmental silos;
  • Recognize actions leaders can take to enact collaboration strategies to break down barriers between IT and OT departments to increase mission readiness and resilience.
