This manual provides guidance on establishing and using a preventive maintenance plan (PMP) for airfield pavements. This manual provides continued access to the guidance in ETL 14–3 despite the Archiving of all USAF ETLs. The PMP provides the Installation pavement engineer with the necessary tools to establish a prioritized maintenance program based on condition and risk that will be defendable when advocating for funding at local or higher levels.
