USACE ECB 2020-8 Execution and Documentation Requirements for Life Cycle Cost Analyses -- Category: Directive and Policy  

This ECB applies to all US Army funded Military Construction, Restoration and Modernization projects for which energy optimization and LCCA is required in accordance with the policy, regulations, and criteria referenced herein. This ECB also applies to Energy Resilience and Conservation Investment Program (ERCIP) projects to the extent practicable based on project scope. This directive and guidance is effective immediately. Army Projects in design without a LCCA must be updated to reflect the results of a LCCA as described above. Under no circumstances will an Army project be authorized for release without an LCCA as prescribed herein, or advanced coordination with HQUSACE for a waiver completed.
