Credits for PCNRC Series  

The PCNRC training certificate series was developed through a collaborative effort between FEMP, SCEP, National Labs, DOE contractors, and experts in MUSH market performance contracting. The PCNRC acknowledges the contributions of the following individuals and credits those with additional bios as the instructors for the series:

    Program Manager, Lawrence Berkeley National Laboratory
    Phil is a technical advisor to the Federal Energy Management Program''s energy savings performance contracting (ESPC) program, focusing particularly on utility rates and measurement and verification of savings. Also in support of FEMP, Phil spearheads an effort to educate federal facilities on energy project incentives, demand response, and time-variable pricing.

  • Shankar Earni, PhD, CEM, CMVP (LBNL)  

    Program Manager, Lawrence Berkeley National Laboratory
    Shankar Earni is a Program Manager in Building Technologies and Urban Systems Division, at Lawrence Berkeley National Laboratory, supporting DOE's Federal Energy ManagementPrograms to develop processes, tools and resources to enhance the adoption of alternate financing mechanism for energy projects.

  • Tom Harris, Bachelor of Electrical Engineering, JD/MBA (NREL)  

    Project Leader, National Renewable Energy Laboratory
    Tom is a Project Leader in the Integrated Applications Center at the National Renewable Energy Laboratory. Tom provides program and technical support to the U.S. DOE FEMP ESPC Program, including direct project assistance, training, project assistance, quality assurance, and M&V support.

  • Tom Hattery (ORNL)  

    Federal Project Executive, Oak Ridge National Laboratory
    Tom Hattery has been a federal project executive for the Federal Energy Management Program (FEMP) for nearly 20 years. In this role, Tom assists federal agencies with alternatively financed energy improvements through vehicles such as energy savings performance contracts (ESPC) and utility energy savings contracts.

    Josh is the Team Lead for Instructional Systems Design in the Office of Technical Training at the Oak Ridge National Laboratory (ORNL). An Instructional Designer himself, he serves his team by coordinating new projects and is often tasked with planning and designing complex instructional projects. Josh and his team develop all courses and programs using the ADDIE instructional design process.

    Senior R&D Engineer, Oak Ridge National Laboratory
    Terry is a buildings scientist in the Building Technologies Research and Integration Center at ORNL. His 25+ years of experience spans energy savings performance contracting with a focus on risk assessment/risk minimization, energy performance measurement and verification, strategic energy management, integration of building efficiency technologies, and the development of advanced building energy performance rating tools and performance metrics.

  • Sarah Shaver (ORNL)  

    Sarah is an Instructional Designer in the Office of Technical Training at the Oak Ridge National Laboratory (ORNL). She provides instructional design support to numerous educational programs and, in doing so, puts special emphasis on interactivity within training modules to assist in learner retention. Sarah develops courses and programs from idea to fruition using the ADDIE instructional design process.

    ESPC Team Lead, Boston Government Services, LLC
    Tatiana provides planning, technical and operational support to the DOE Federal Energy Management Program (FEMP) for the promotion and implementation of the ESPC vehicle across the federal government. Tatiana provides input on federal ESPC matters including program improvements. She oversees contract specialist services provided to DOE and stakeholders as requested. Tatiana provides ESPC technical planning and support for ESPC training workshops and webinars and oversees course material development and quality assurance of content.

  • Hannah Stratton (LBNL)  

    Program Manager, Lawrence Berkeley National Laboratory
    Hannah is a program manager for Berkeley Lab's Energy Technologies Area (ETA). She supports a number of energy efficiency programs within ETA's portfolio, conducting research and analysis and providing programmatic management, development, and support. This includes eProject Builder, for which she contributes to software development, stakeholder engagement, and training.

  • Liz Stuart, M.B.A. Sustainable Management (LBNL)  

    Program Manager, Lawrence Berkeley National Laboratory
    Liz is a program manager and researcher in the Energy Analysis and Environmental Impacts Division at LBNL. She conducts research and provides technical support related to energy efficiency policy and programs, including the ESCO industry and energy savings performance contracting (ESPC). She leads development and national partnerships for eProject Builder, DOE's national energy project data tracking and reporting system, which serves customers and energy service companies (ESCOs) in the federal, state, local, educational, healthcare and private commercial markets.

  • Phil Voss, B.S. Architectural Engineering (NREL)  

    Senior Project Leader, National Renewable Energy Laboratory
    Phil is a Senior Project Leader in the Integrated Applications Center at the National Renewable Energy Laboratory (NREL). Phil provides technical support to the U.S. DOE FEMP ESPC, Utility, and Distributed Energy programs, including direct project assistance, training, quality assurance, and M&V support.

  • Christine Walker, PhD, PE, CEM, GBE (ORNL)  

    Program Leader, Oak Ridge National Laboratory
    Christine is the Program Lead in the Integrated Building Performance Group at the Oak Ridge National Laboratory (ORNL). She provides technical support to the U.S. DOE Federal Energy Management Program ESPC, ENABLE, and UESC programs, including technical and assistance, training, financial reviews, quality assurance and M&V support including life of contract services.
