The Federal Energy Management Program (FEMP) is helping agencies understand how to maximize decarbonization while harnessing climate adaptation techniques and maintaining site resilience, allowing agencies to meet current and future decarbonization goals. This training will provide attendees with an understanding of which tools and resources are available to help plan for climate resilience and adaptation.

Instructors

Julia Rotondo, Program Manager, Pacific Northwest National Laboratory  

Julia Rotondo is a program manager at Pacific Northwest National Laboratory (PNNL) with more than eight years of experience working on energy, cybersecurity, climate change, resilience, and buildings efficiency issues. This experience includes leading cybersecurity strategy development, research on connected technologies, and technology roadmap development. At PNNL, Julia works on developing resources to enhance the resilience planning capabilities of federal facilities, developing resources to enhance the cybersecurity posture of federal facilities, and strategic approaches for addressing climate change.

Doug Elliott, Senior Research Economist, Pacific Northwest National Laboratory  

Doug Elliott is a senior research economist at Pacific Northwest National Laboratory. Since joining the lab in 1991, he has participated in a variety of projects focused mainly in the areas of resource efficiency and policy, cost-benefit and regulatory analysis, and software development. Currently, he supports DOE's Federal Energy Management Program through the development of components of its Technical Resilience Navigator. He also supports energy and water security strategy, measurement, and assessment development for the Headquarters, Department of the Army. Doug received a BA in Economics from Whitman College and an MA in Economics from the University of Virginia.

Ethan Epstein, Program Manager, Federal Energy Management Program  

Ethan Epstein is the Program Manager and Technical Lead for the Federal Energy Management Program's (FEMP) resilience program. At FEMP, Ethan works with both the National Renewable Energy Laboratory (NREL) and the Pacific Northwest National Laboratory (PNNL) to provide federal facilities with technical assistance and develop resources and tools focused around energy/water resilience and climate change. This includes developing strategies to integrate various programmatic efforts including but not limited to climate adaptation, mitigation and resilience, decarbonization, resilience quantification, and resilience planning.

Hannah Rabinowitz, Site Resilience Engineer, Pacific Northwest National Laboratory  

Hannah Rabinowitz is a site resilience engineer at Pacific Northwest National Laboratory working on energy resilience and healthy buildings. Prior to joining PNNL, she supported the federal government in working toward energy and water resilience as a AAAS Science and Technology Policy Fellow at the U.S. Department of Energy's Federal Energy Management Program. This work built upon her previous research experience focused on earthquake physics. She earned a PhD from Columbia University in Geophysics and a BA in Earth Science from Washington University in St. Louis.

  • Leverage available FEMP and other resources available to incorporate resilience planning into decarbonization.
