This webinar will deliver essential information related to understanding financing for utility energy service contracts (UESC). It will include an overview of financing concepts and strategies presented by the FEMP UESC team and a financier panel addressing the process of obtaining financing, roles and responsibilities, and best practices and strategies to obtain optimal financing terms. The panel will be made up of a diverse group of financiers with extensive UESC lending experience. They will be available to answer pre-submitted and live questions during the webinar.

Instructors

Tracy Niro, Energy Technology Program Specialist, U.S. Department of Energy  

Tracy Niro is the utility energy service contract (UESC) program manager and Federal Utility Partnership Working Group chair at the U.S. Department of Energy’s (DOE) Federal Energy Management Program (FEMP). Tracy also manages the Renewable Energy Procurement Program and oversees utility acquisitions at DOE. Tracy was a 2009 Presidential Management Fellow and was awarded the Fulbright Professional Scholarship in Climate Change and Clean Energy to Australia in 2013. Tracy’s career in energy began as a staff accountant for an investor-owned utility. She holds a Bachelor of Arts in economics from the University of Nevada, Las Vegas, and earned her Juris Doctor from the University of San Diego School of Law.

Chandra Shah, B.S. Mechanical Engineering, MBA, CEM, Senior Project Leader, NREL  

Chandra is a senior project leader at NREL. She is the laboratory lead for FEMP’s distributed energy procurement program and has been supporting FEMP since 1998. She is a co-author of the ESPC ESA Toolkit and other ESPC ESA templates.

Deb Vasquez, Senior Program Leader, National Renewable Energy Laboratory  

Deb Vasquez is the National Renewable Energy Laboratory technical lead for the Federal Energy Management Program’s utility energy service contract team. She provides technical support, training, and resource development for federal government energy projects that leverage utility industry capabilities and private financing to improve federal government facilities infrastructure.

Phil Voss, Senior Project Leader, National Renewable Energy Laboratory  

Phil Voss provides technical assistance for alternative financing programs and projects, supporting the the U.S. Department of Energy's Federal Energy Management Program ESPC, UESC, and distributed energy initiatives. His work includes cross-coordination of these initiatives, performance-period support for ESPC projects, training development and delivery, and efforts to advance implementation of energy sales agreements at federal facilities. Phil also has experience managing project technical assistance, strategic energy planning, and representing NREL with a range of federal and non-federal clients. Phil has a B.S. in architectural engineering from North Carolina A&T State University.
