Nael Nmair, Supervisor of Facility and Fleet Optimization Pillar, Department of Energy, Federal Energy Management Program  

Mr. Nmair is the Supervisor of the Facility and Fleet Optimization Pillar for DOE/FEMP and a registered electrical engineer with over 30 years of experience in facility design and construction. He has extensive experience in facility requirements, facility evaluations, energy and water management, and operations and maintenance (O&M). Mr. Nmair's experience includes managing projects across the globe, encompassing eight engineering offices, for the U.S. Army, U.S. Air Force, and the U.S. Department of Energy (DOE). His project management portfolio includes a wide range of complex construction and maintenance projects for both civilian and military interests, including bridges, entire military bases, aircraft hangars, airfields, hospitals, training centers, operations, and maintenance (O&M), and border security.

Emily Wendal, Group Leader - Economics, Policy & Institutional Support, Pacific Northwest National Laboratory  

As the Economics, Policy & Institutional Support (EP&IS) Group Leader, Ms. Wendal steward the capabilities of 55+ economists, engineers, scientists, project managers, and support professionals as they drive market transformation for advanced technologies through policy and deployment. The EP&IS Group is part of the Electricity Infrastructure and Buildings Division in the Energy & Environment Directorate and is made up of staff engaged in institutional change for federal operations, policy formulation and impact analysis, economic analysis and valuation methodologies, and technology adoption. Prior to becoming a group leader, Ms. Wendal led a team focused on Building Performance Evaluation within the Buildings Systems group. Since joining the laboratory in 2005 she has worked to develop new methods and approaches that enhance sustainability, energy and water efficiency, and resiliency for Federal agencies and public sector communities.

Robert Topping, Lead Measurement and Verification Engineer, Energy Systems Group  

Mr. Topping is a Lead Measurement and Verification Engineer at Energy Systems Group supporting over $750M active guarantees in the Public Sector. As a graduate of the Michigan Institute of Aeronautics, he adapted his aviation maintenance skills for use in facilities as he began his career in building automation managing all aspects of HVAC, lighting, and water efficiency in support of performance contracts. He maintains a CEM, CMVP, CDSM, and CWEP with twenty-five years in performance contracting. He currently supports all aspects of M&V on a national level, with focuses on process improvement and measurement training. Robert currently lives in Cleveland Ohio with his wife and three children.
