Federal Scope 3 footprint is significantly larger than Scope 1 and 2, with the upstream supply chain activities comprising the majority of the footprint. Management of federal scope 3 emissions offers an enormous opportunity for GHG mitigation and demonstrates that scope 3 emissions can be measured, reported, and managed. GSA, EPA, CEQ, and the growing community of practice (representing at least 24 agencies) collaborated on the first Federal-wide Scope 3 GHG inventory and analysis tools to include supply chain contractor and supplier emissions data associated with the agency’s purchases of goods and services. This tool will allow agencies to examine their scope 3 footprint and identify and target hotspots for reduction in real estate and the supply chain.

Jed Ela, Sustainability Advisor, General Services Administration  

Jed Ela is Plus One (deputy) to the Chief Sustainability Officer, U.S. General Services Administration (GSA). Since 2011, Jed has led GSA’s efforts to reduce carbon pollution and energy costs in federal supply chains by encouraging and tracking contractor sustainability practices. Jed also leads GSA’s Senior Sustainability Advisory Group, which oversees GSA’s internal efforts to track, reduce, and report carbon, energy, water, and waste and encourage renewable energy procurement, clean vehicles, responsible IT, and sustainable acquisition. Jed studied environmental law at UCLA and federal procurement law at The George Washington University, and came to GSA via the White House Council on Environmental Quality and the California Air Resources Board. Before transitioning to law and sustainability management, Jed studied contemporary art at Wesleyan University and MIT, and worked as a freelance designer and independent visual artist.

Katy Newhouse, Director for Sustainable Operations, Supply Chain, Council on Environmental Quality  

Katy Newhouse serves as the Director for Sustainable Operations, Supply Chain within the White House’s Council on Environmental Quality’s Office of the Chief Sustainability Officer. Previously, she worked in product management at Amazon, developing strategies to decarbonize aviation, trucking, intermodal rail, and warehouse facilities. Katy works on increasing the sustainability of Federal supply chains and achieving net-zero emissions from Federal procurement by 2050.

Brian Harmon, Principal Technical Advisor, Sustainability, LMI  

Brian Harmon is a Principal Technical Advisor with LMI who provides subject matter expertise on Scope 3 GHG emissions measurement and mitigation. Brian supported GSA’s efforts to baseline government-wide Scope 3 emissions under E.O. 14057, which includes the first ever government-wide estimate of upstream supply chain emissions (Scope 3 categories 1,2, 4), and the first ever complete estimate of Fuel and Upstream Related Activities. Since 2017 Brian has supported organizations such as public schools, hospitals, financial organizations, municipalities, and the federal government to baseline and reduce GHG emissions to support a sustainable and thriving world. Brian holds a M.S. in Natural Resource Sciences from The University of Nebraska and a B.S. in Aquatic and Fisheries Science.

Nazmi Ahmed, Sustainability Program Analyst, General Services Administration  

Nazmi Ahmed is GSA’s Scope 3 GHG Project Manager and Regional Interagency Working Groups Project Lead. Since 2021, Nazmi has provided support to the GSA’s Chief Sustainability Office by being the steward of EO 14057 GSA’s progress and deliverables. Her expertise is in Sustainability/ Sustainable Development Goals, Integrated Water Resource Management, Environmental Justice, Diversity, Equity, Inclusion, Accessibility, and Multi Stakeholder Partnerships. Nazmi has worked at GSA since August 2019 via the Recent Graduates Pathways Program, Emerging Leaders Rotational Program working on sustainability and future of work initiatives. Nazmi has her Masters in Sustainable Development Practice from the University of Florida (2018) with concentrations in Water and Soil Science, Urban and Regional Planning, Tropical Conservation and Development.

Kari Meier, Deputy Director, Sustainability – Chemicals & Emissions, Office of the Chief Sustainability Officer and the Assistant Secretary of Defense (Energy, Installations and Environment), Department of Defense
  

Dr. Kari Meier is the Deputy Director for Sustainability – Chemicals and Atmospheric Emissions Mitigation in the Office of the Chief Sustainability Officer for the Department of Defense. She is currently focused within the Sustainability Team to develop environmental sustainability valuation processes and information management through product life cycles. She works closely with the Services, Department, Interagency, and Industry partners to consider factors that can be used in procurement, including a) mission requirements, resilience, and safety b) resource availability, human and environmental impact, and cost, and c) sustainability metrics, including reduction of biproducts (to include greenhouse gases and waste).

Learning Objectives

Upon completion of this course, attendees will be able to:

  • Identify EO 14057 Requirements for Scope 3 Accounting, Reporting, & Management;
  • Select facts on the history of Federal Scope 3 GHG reporting and recent changes;
  • Identify calculations and methodologies to track and report government-wide and agency-specific Scope 3 emissions, and ongoing efforts to improve data precision and collection efficiency;
  • Recognize current systems for annual reporting and metric/target setting of Scope 3 emissions.
