Energy savings performance contracts (ESPCs) and utility energy service contract (UESC) projects are both intended to pay for themselves through savings. This session will describe the different methods ESPCs and UESCs use to ensure that savings are delivered, including case studies of the techniques used in each contracting vehicle. The session will also cover the U.S. Air Force’s standards for measurement and verification in ESPC and performance assurance in UESC, which blends concepts from both approaches. It will also provide an advanced look at the changes in the Federal Energy Management Program’s (FEMP's) M&V Guideline version 5.0, which is to be released soon.

Upon completion of this session attendees will:
- Identify the objectives of Measurement and Verification (M&V) in Energy Savings Performance Contracts (ESPCs);
- Recognize the difference between the four basic M&V Options A, B, C and D and the situations in which each one applies;
- Identify the objectives of performance assurance in utility energy service contracts (UESCs), and the methods used;
- Identify the reasoning behind the Air Force’s approach to M&V in ESPC and performance assurance in UESC; and
- Understand FEMP's Version 5.0 Guideline for M&V.
