This webinar covers Utility Energy Service Contracts (UESCs), which allow utilities to provide Federal agencies with comprehensive energy and water efficiency improvements and demand-reduction services. To enter into a UESC, federal staff, as well as utility representatives, must understand the legal parameters, contracting requirements, financing options, and other aspects of these agreements.

Participants will walk through the steps of the typical project process from the audit phase to commissioning the equipment. The webinar introduces participants to UESCs and helps them determine if this alternative financing opportunity is right for them. It also provides them with information about a variety of no-cost resources available to to support their UESC project efforts through the U.S. Department of Energy’s Federal Energy Management Program and the General Services Administration’s Areawide Contract Program.

Instructors

Julia Kelley, Federal Energy Management Program   

Since 1996, Julia Kelley has been heavily involved in supporting the Department of Energy’s Federal Energy Management Program (FEMP), in particular FEMP’s Utility Program. Julia has more than 20 years of experience in the area of third-party financing arrangements for federal-sector energy efficiency projects, utility demand side management, and building energy efficiency technology deployment programs. She is a member of the FEMP Utility Training and Technical Assistance team. She coordinates the Energy Lawyers and Contracting Officers Forum for the FEMP Utility Program. Prior to her work on the FEMP Utility Team, she also worked on utilities and energy efficiency with the International Energy Agency and Asia Pacific Economic Cooperation programs.
